Nicotine and Commercial Tobacco Policy Milestones

HUD’s Rule & California State University (CSU)

The U.S. Department of Housing and Urban Development (HUD)’s Rule (RIN 2577-AC97) requiring each Public Housing Authority (PHA) to implement a smoke-free policy that prohibits the use of “prohibited tobacco products” (i.e., cigarettes, cigars, pipes, shisha/hookah) in all public housing living units, indoor common areas in public housing, and in PHA administrative office buildings went into effect on February 3, 2017. After an 18-month implementation period, all PHAs were required to have a smoke-free policy in place by July 31, 2018. The Rule does not address the use of e-cigarettes and other noncombustible products.

In September 2017, a systemwide smoke and tobacco-free policy (including e-cigarettes) went into effect on all California State University (CSU) campuses.
